Speedo problems

I have another question regarding the speedo on a 164L. It seems to be
totally off, but the prvious owner said that it would only be inaccurate
after about 60 mph. At 60 it just sticks there, and when it indicates 70,
I am actually going about 80-85. Anyone know if this is a common problem?
