clear coat application

I don't know if this has been covered before, so here goes.

Can you apply a clear coat to an already faded clear coat for metallic
paint, or do you have to strip the clear caot off all together and start
again?

Or do you have to re apply the metallic paint coat and then clear?

The paint looks "corroded" (for a better word) and using cut polish might do
more harm.

Any ideas?
