Naive twin spark question



When does the twin spark fire?  The local non alfa garage after a quick look say that the second plug fires on the exhaust stroke on one cuylinder at the same time as the normal plug on another.  Looking at the coil arrangement I
think that they are right.  However, I work with an ex-engineer from Cosworth (no less) who says that twin sparks in general are only used to get more complete burn at the one time (i.e. wider or longer spark on the ignition cycle).

By the way - just had a balancing shaft belt and little plastic wheel tensioner go at 60k!  These don't seem to be a serviceable item(?) so take care.  Is changing them at the same time as the main camshaft belt (and tensioner...!) a
good idea in general?
