Milano project

I wrote earlier asking about a "sluggish" tach on my Milano and was referred to a site that had a good write up 
on calibrating.  Trouble with this one is it never goes over 2k RPM's.  Just barely moves.  Did I read somewhere 
that there is an amplifier built into the system?  Related question, does an 87 Milano have a rev limiter?  This car 
is a beater that I am trying to bring to daily driver status but I am driving stricly by sound.  Is there a cutout 
somewhere so that I can be a little more aggressive?
Next problem, during the last rain storm the windshield wipers worked fine for a few minutes then cut off.  
Wouldn't work at any seed setting on the stalk but would sweep if I hit the washer function???  After sitting for a 
while the wipers came back on but did the same thing within a few minutes.  I'm thinking that the wiper motor is 
ok, based on the sweep function working, and that perhaps the switch is bad.  Any ideas on how to begin the 
diagnosis?
Re:  Vanity plates, I have ordered plates for my 86 spider that say "NOMIATA."
