Italian auto regulations?

Hi

Recently Italy had the oldest average age of car in the EU (14 years
I think), and this is why they are keeping leaded fuel for another
5 years.

However, the Italian government had a scheme whereby an old
car received a large payment from the government when part
exchanged and scrapped for a new car. Sales of the Fiat Panda
went through the roof!
