the reason older cars are not economical in italy is that the government
provides incentives to demolish old vehicles. Since most vehicles ten
years ago had no catalitic converters and ran on leaded gas, they are
slowly getting rid of these polluters. When you buy a new car in italy,
if you show them proof that you had your old vehicle destroyed, they will
give you about 3 million lire (about $1650 discount) which is considerable
when most people buy Fiat Punto's which cost about 18 million.
There are these incentives ("incentivi alla rottamazione") exist for
scooters too, since (surprisingly) a fair bit of the pollution is caused
by 50cc scooters.
