Brad, 
 the leak you have is indeed the master cylinder. The seal closest to the
actuator rod is leaking fluid out of the cylinder and into the booster. This
is not good for the booster diaphram or the paint on the outside of the
booster and wherever else it is running onto. 
 I would suggest replacing the master cylinder as opposed to trying to
rebuild it. They aren't that expensive and a new one will most likely last
longer than one that you rebuild. I have heard that the brake fluid can ruin
the diaphram inside the booster if you let it leak into there for too long.
