Make sure your belt is tight enough.  What is tight enough?  The tightest you 
can get it.  Take a 2 foot pry bar with all you might.  Then it is tight 
enough.  That should stop your squealing.  As for efficiency, (assuming you 
have enough freon in the system) make sure your low speed fan resistor is 
working.  When you turn on the A/C, after about 10 seconds, the low speed of 
the fan should turn on.  If it doesn't, something is wrong in you fan cooling 
circuit....My bet, low speed fan resistor.  Could also be relays, thermal 
switch and fuse.  Some simple diagnostics and you can figure this out.
