There is likely nothing wrong with your starter.  Your battery is clearly
low on charge, however.  It should read over 12 volts with the car shut
down.  Recharge the battery, and your car will turn over as it normally
does.  Once you get it running, find out why the battery is not being
recharged.  It could be a slipping alternator belt, a bad voltage
regulator, a bad alternator, or your battery may have simply given up the
ghost.  With the car started and running, you should see well over 12 volts
at the battery.  If you do, the battery is shot.  If not, there is
something wrong in the charging system.
