This is only partly correct.  The L-Jetronic system on Phil's Milano will
detect the floating voltage on the O2 sensor line and decide that it is
inoperative.  However, it will <not> go into any sort of "limp home" mode. 
The system will simply go into open-loop mode, basing all of its fuel
delivery calculations on the measurements of the AFM alone.  The mixture
will likely go slightly rich, reducing power slightly, decreasing Phil's
fuel mileage slightly (both of these effects are probably so small as to go
unnoticed), and increasing his emissions.
