Re: 164 2.0 TS heating up in traffic

My father's 164 2.0 TS just had a valve job, new piston rings and new bearings.
It has covered 500 kms (300 mls) after it and every time he gets in slow
traffic, the water temperature rises until red light goes on, than drops a
little and rises again...

Could that be the rebuilt or is it something else (thermostat, radiator...)?
