1600 starter breaking

I have a stock 2 bolt starter on my 1600.  The end that goes into the bell 
housing keeps being broken off. I've measured, filed off all burrs on the 
fly wheel (105 teeth)... solenoid works when bench tested but not on the 
car... it sticks and won't retract... even when I by- pass the key... any 
ideas? Jon
