Hi Matt,
I don't know much about checking this sort of thing, but I think the first
thing I would check is that the fuel is still okay. If he only ran the car
briefly every time he started it, he could easily have 3-year old gas in it,
which may well have separated, or done whatever gas does when it sits for a
long time. This could maybe block the fuel filters. Also, you didn't mention
where the car was parked - if there was enough moisture, some of the
electrical contacts in the ignition system might have corroded.
