ABS and brake problems

the only real problems so far is the enigmatic ARC waning lights  the abs
light recently began to remain on and the brake warning and stop
light(brake lights) warning are also on. My break lights do not work and my
front right wheel seems a litle stiff to rotate but not frozen In addition
the abs no longer functions however the car stops great minus abs function

Is this a serious problem are there any suggestions for trouble shooting.

Is actually sounds as if you have three problems here:

1) The brake lights not working.  If none of the brake lights work, check
the switch connected to the brake pedal.  I had to replace mine a few
months back.  The ARC light pattern you describe fits this scenario
perfectly.

2) ABS.  This could be a sensor, or a weak accumulator, or a weak pump,
etc.  Check out Shiv's Milano resource web site for a step-by-step
diagnosis.

3) The wheel being stiff could be a bad bearing or a brake caliper that's
adjusted too tight.  Pull off the caliper and see if the wheel turns more
freely.
