Slow to go

I've got a 91 164L auto with an S motor. (Don't ask.) The car has always
seemed slow off the line. In fact it kind of lugs (builds revs slowly) until
it hits about 3500 rpm. I've opened up the airbox intake per an earlier post
and put in a high performance chip. Both helped slightly. After 3500 she takes
off pretty good but 0 to 60 is an embarrassment (about 9 to 10 seconds). Is
this normal? Any suggestions?
