Abe:

You didn't mention if you had re-installed the headlight buckets 
to the inside of the fender, as can be done when using the plexiglas
covers (well, I guess you could do it even without the covers -
actually, it would look sort of cool).  There are studs tack
welded to the inside of the fenders that will mount the buckets -
as I recall I had to notch/drill the rim of my buckets a bit, but
nothing major.

Anyhow, when the headlights are behind the fenders, the rough hole 
in the fender is visible - that stainless steel ring is used to 
finish it.  The split is necessary so that you can reduce its
diameter to fit it on.

I hope this is somewhat clear - certainly, a picture would be
worth a thousand words here, or better still, looking at a car
with the lights re-positioned and the rings installed.
