The third fuse from the right, according to my '84Spider Owners Manual, is
fuse #12, R.H. low beam headlamp (8amps.)  The manual picture has it labeled
as fuse #12.

This fuse doesn't control the starter, but you may have a short somewhere
between the starter and the wires to the r.h. lo-beam headlight.   Good luck.
