SEAsia Plate for Sofia

I have a plate from the Philippines when I was stationed at NAS Cubi
Point in the mid-70s that you are welcome to have if you like.  The
plate was used on a Mazda RX-2 coupe that I flew down from Japan.  The
RX-2 handled and revved quite a bit like an Alfa.  The plate is
reflective cream colored background with red numbers and letters -
doesn't say PI but has "SUBIC NB(naval base)"on it.

What is the legend on why you need an Italian or SEAsian plate for
Sofia?
