Milano Starting woes



Hi all,

I'm having a heck of a time with my Milano 2.5.   It hasn't started
for several days.  It occasionally fires once when cranking.
I've done just about all the diagnosis I can find in the manual.
I've gotten real familiar with the injection schematics on page
00-79 of the shop manual.
I think the only thing I haven't tested is the ECU.

Does anybody have any advice or suggestions?  Does the ECU actually
fail?  

My diagnosis attempts so far:

The spark seems ok, and timing at cranking speeds looks ok to me.
I didn't see anything funny past the air-flow meter.
Battery voltage when cranking is about 10 volt, pretty good.
The cold start injector spits nicely when cranking.

The fuel delivery at zero pressure seems to be a liter or so in
   maybe fifteen seconds. Within specs. Fuel filter just replaced.
...Haven't yet measured the fuel pressure.

I'm pretty sure that the relay set is working fine.
e.g. There is battery voltage on the hot side of the injectors when
cranking, so the ECU part of the relay set is working.
There is voltage on the hot side of the auxiliary air valve when
cranking.  That is connected, and switched, with the fuel pump,
so the fuel pump part of the relay set is working too.
I took the relay set out and tested it on the bench too.

Am I supposed to be able to tell that the injectors are being pulsed
when starting?  I can't really tell, but maybe I just don't know
what to expect.
