The first URL will give you info relating to emissions testing and the 
second will provide most of the info you need to know about the State of 
Wisconsin.  There is an Alfa Romeo Owners Club of Wisconsin but it may 
not be in Milwaukee.  Others on the AD from WI may know more about it.
