LOW SPEED COOLING FAN 164 AIRCON

The mailing list archives prompted me to check the operation of the fan =
on my 1991(probably built in 1990) 164 V6 Auto Lusso. Surprise,surprise =
,it doesn't come on at low speed when the A/C is switched on.I began to =
think about getting the modified resistor(?) unit but while =
investigating the fan I noticed that A/C being on DID have an effect on =
fan operation. When A/C is on the fan will cut in for bursts of about 5 =
seconds at high speed somewhat more than once a minute,if ECON is =
selected it does not.
Can anyone tell me if: (a) this was a factory modification
                                      (b) it will not harm the car if I =
leave it like this
                                      (c) is the normal modification kit =
OK for RHD cars
