Yes it is. Looks a bit like:

I bought a "euro bypass" hose from Centerline Alfa a couple
of years ago. It doesn't have room in it for the bypass
restrictor normally found in the Spica cars.

Based on memory and a parts book, I think the relief is supposed
to be cut in the manifold, not the outlet piece. Perhaps your
manifold was not finished correctly.
