Usually, chattering like that means that the rubber in the wipers has
gotten tired and hardened, a commmon problem with rubber products in
California. 

The fix is to replace them.

PS. Dave Shimano is right in a way: wiper blades last a lot longer
in the Northwest than they do in California.
