Which standards? simple -- the same passenger cars must meet.  (Which were
anticipated to be the overwhelming majority of vehicles in urban
rush-hour traffic.)(Varied somewhat by year of manufacture.)

If someone wants to use a thirty-year-old SUV in Kalifornia -- home
free....

The glaring flaw is in <exempting> vehicles in fact increasingly used as
passenger vehicles from passenger-car standards.
