It seems to me tha answer is both obvious, and appropriate --

I remember some years ago trucks and the like were banned from high-usage
roads during the rush hours -- perhaps from operation within the
metropolitan area.

Obviously these polluting and hazardous monstrosities should not be
allowed on metropolitan roads during rush hours -- both from a safety,
and from a pollution perspective.
