Yes on both counts, I had the same problem.  You can learn from my mistake.
First, deal with it right away and you may save a lot of money.  There are
2 shafts in sleeves that can get corroded and bind up.  You need to remove
the wiper transmission, take it apart and free them up.  The secret is not
to use a hammer to free them as I did.  But, if you don't wait as long as I
did, they probably won't be completely bound up.

My dealer recommended freeing them up my soaking them in solvent for a
night.  I wish I had done that.  When you get them free, you can sand them
down and grease them before putting it pack together.

Don't force the wiper arms down as they will just strip at the point were
they are bolted to the transmission shaft.
