No offense, but I think joxxer (Gregory Scott) is confusing the EPA and
CARB.  The California Air Resources Board is the one giving the
lucrative contracts to smog test equipment vendors and enabling the DMV
to bleed car owners dry.  The DMV is definitely a revenue source for the
state.  The EPA sets the standards, CARB sets the procedures.  Other
states have similar organizations that set statewide procedures.  The
Federal govt has to SPEND money to keep the EPA going.  There was talk
of killing it recently...

Joxxer's right big time about the smog equipment vendors getting rich.
That's a helluva racket.
