Alpha 164 Brake Problems

Is there anybody out there who could tell me what the solution was to the
problem described in the following Emails (taken from the Alpha digest web
site).  There are plenty of suggestions but no conclusive solution posted.

My 164 has exactly the same problem, and the original contributors appear to
have changed address.
