1)  Can anyone tell me where the Motronic Unit is located?

On top of the tunnel, between the sides of the console

2) The manual says to check for voltage at #20 on the control unit.  If
voltage then the unit is bad as it should be grounding to complete the
circuit.
     is there a test I can perform to see if it is the unit once I find
it?

You can call Bosch at 800-444-0470 (gee, I hope that's right, it's from memory).
They can tell you the location of the Bosch facilities that can test Motronic
ECUs. But I doubt it's the ECU

3) If it happens to be the Motronic C Unit:   Would a performance chip
remedy it?

Not if it's fried.

Are you aware that the relay will not close and send power to the fuel pump unless
you actuate the flapper inside of the airflow meter? There is a microswitch on the
flap. As soon as the flap moves, the microswitch closes, sending power to the
electromagnet in the relay, which pulls the relay points closed, sending power to
the fuel pump.

How full is the tank? If it is below 1/2, and you find that the relay does indeed
work and that the fuel pump is getting power, then I'd suspect the hose between
the fuel pump and the fuel pickup in the bottom of the tank. When the tank's full,
the car works just fine. As the tank empties, the pump cavitates due to splits in
the sides of the pickup hose. It's fairly common.
