timing belt renewal



Hi everybody,

I'm going to renew the timing belt on my V6, and there is a service
bulletin that has me stumped. In the June 83 bulletin (p51) it says the
following:

"....to insure the camshaft timing is set-up to specification.
This can be achieved by removing all slack from the long side (left bank)
of the belt between crankshaft pulley and camshaft for cylinder #4, #5, #6,
and turning the camshaft (left bank) 2 notches for a used belt, (only one
notch for a new belt) in a clockwise direction to install belt and then
bring back camshaft to timing mark to finish belt installation."

So I fit belt to crankshaft pulley, take up slack, rotate camshaft relative
to the belt, fit the belt to the camshaft pulley, and then rotate the
camshaft back to its former position? 
How is that possible if I have just taken up all slack in the long side? 
Or is this procedure designed to prevent rotation of the camshaft relative
to the crankshaft once the tensioner is released, which would possibly lead
to incorrect timing?
