providing advice on how to help someone break the law in a public forum is
probably not the wisest thing..
that said, it has been my experience that the level of modification
performed on a motor has less to do with emissions than does the state of
tune. right up to the point where i no longer had to have my '72 spider
tested for emissions (we have a 15 year sliding window here in mass), it
always passed with flying colors. this motor has high compression, big
carbs, big valves, big cams, ported, ..
can you slap carbs on a mid 80's car and get the same results? probably
not. can you do some headwork, play with the electronics, bump up the
horsepower and still have a clean running motor? i think so, others have
done it.
what are your goals? 150 hp? 175 hp? 200 hp? how about driveability?
imho you should determine a target goal in hp, torque, and driveability, and
then determine how to get there. depending on what you're looking for, i
think you can do a 'performance' rebuild and not have to break the law to
drive the car.
