handbrake continued

the handbrake, on a USA 164L at least, operates the rear calipers
from inboard both sides via a spring loaded hinged section that
apparently not so uncommonly rusts & freezes up, causing it to not
fully release. so, it does seem possible for the rear brakes to
be constantly warm & contract when cooling resulting in reduced
holding.
those calipers are the rustiest thing on my car, are new replacements
gonna be any better than the orriginals?
