Your friend is looking at a 95%+ chance that his f.p. is shot.  However,
a milano I sold did a similar thing and I was pretty sure it wasn't the
f.p. And it wasn't. I never did figure out exactly what the problem was
because I sold it couple of days later.

What happened?  I thought it was time to adjust the valves (no shims).
I pulled the car into the hangar and adjusted those on the passengers'
side as I had before.  I decided to crank the car before doing the other
side but it wouldn't start.  I did the same cleaning and relay switching
you describe but with no luck.  I vigorously scraped the connectors on
the wires that ground on the valve cover (I removed those 3 - 4 times)
but this didn't help.  By taking the cover off the relay set, I could
manually work the contacts but I couldn't make the f.p. work.  To get me
back on the road, I spliced a fuse and wire between the f.p. wires just
below the combi relay (pink & pink/white - I think).

I was baffled by the above and posted it but got no responses - probably
because anyone reading it would think me crazy.  Nevertheless, it
happened.  I must have done something but never figured out what.

I'm pretty sure that wire on the relay goes straight to the f.p. and
nothing else controls it.I've been running a fuel pump I bought at
autozone for about 4 or 5 years on my GTV6 and have noticed no problems
(~$95).  The last time I looked in an IAP catalog the f.p. was ~$180.

BTW, can anyone tell me whether or not a Milano has an inertia switch
and if so, where it is located?  Someone told me it had one.  I can't
figure out where it would be.  Unlike the GTV6, the Milano owners manual
doesn't mention an inertia switch. I've looked but seen nothing.
