Jay.

In a word, Hylomar.  It never hardens, prevents disimilar metal
corrosion, and is available at nearly every auto supply store.  A very
thin smear is all that may be necessary, if that.  Remember, any material
that adds a dimension between the flange and housing changes the mesh of
the ring and pinion!
