not in the US it isn't.

from my perspective (as both a driver and a tech inspector), the only
purpose of the hand brake in a race car is an aid for getting it onto
the trailer when it's busted and can't be driven on. other than that,
it's just weight (albeit, weight down low which is better than weight
up high.)
