The trouble with trying to reason with politicians is that they don't
care about facts but just about what sounds and looks good to the
voters. Also most members of the California legislature do not care
about opinions of anyone outside of their district even though what they
do affects the entire state. And ther are not about to form a committee
to really investigate the impact when it affects so few voters. If you
added up all of the car collectors in the state it is still a small
number compared to the population. There are a number of orginazations
and companies opposed to the bill which adds a lot of clout and adding
your support to theirs will help. The argument about the poor doesn't
really help. Most of the cars that the poor drive are from the 80's and
early 90's. Affordable and maintainable and still under the smog check.
In addition the state has a program to provide financial assistance to
the poor to repair their cars. I would guess that most of the 30+ year
old vehicles in daily use are pickup trucks used in the rural areas
where air polution is still a problem.
In regards to retro fitting cars with newer EFI the computers at the
smog check stations in California list the induction system, carbs or
FI, but I don't believe that they identify to actual type of system. To
the computer EFI is the same as Spica. I do not believe that it even
lists the number of carb on carb equipted cars. If you made your
aftermarket EFI system look like it was factory installed most smog
testers would not notice the difference, at least for Alfas
That said, a properly tuned Spica system will pass without a problem. My
78 Spider has 10:1 Motronic pistons and euro cams and passed with HC 1/3
of the limit, CO at 1/2 of the limit and NO at 1/10 of the limit.
