the inertia cut out is a long cylinder shaped device say  about 4 to 5 inches long, one inch in diameter and without having a look at mine I think with a botton on the top

yes just went and had a look, about 4 inches l;ong.

mine is located on the bulk head in the left hand side corner of the engine bay adjacent to the wiper motor.

The idea is that it is suppose to cut off the power supply to the electric fuel pump if you have a bad prang, thus stopping fuel being pumped out and being a potential fire hasard.  

With consideration to its purpose not a good thing to by-pass on a long term basis.

I would give the button a push to see if it works again, also check that a wire has not been dislodged.
