The date for protesting to the government regarding the 'green paper' is
past.

However, it is more sensible anyway to write a good reasoned letter to your
MP on the subject, and to convonce anybody you know in your locality who
runs any make of classic car or belongs to any classic car club, to do the
same.

Urgency is still required as it will almost certainly be introduced in the
March Budget, a time when the government finds it very easy to slip through
'minor' legislation without argument when the house and public are focussed
on the 'big' issues like another penny on a pint!
