When the historic vehicle tax discs first came in you needed a 1970 vehicle.
Mine was first taxed in 1971, but I have a Heritage Certificate to prove it
was made in Dec 1970.
A photocopy of this to Swansea did the trick.
The Heritage Certificate cost me £15, and is more now I think. Always  nice to
have one though, and might really save you money if you car was made before
the crucial date.
