Dave,

I just went thru the same excersise.  It's a long and frustrating story,
but one bit of advise:  Start with the steering rack mount bushes. 
Treat them as a separate and individual project.  They are cheap and
easy to replace, and you may be very pleased to find that they are your
only problem.

Alternately, jack up the front of the car, grasp the wheel, jiggle it
about, and look to see if there is any lost motion at the outer and
inner tie rod ends.
