I recall hearing the same.  They were put there in anticipation of
shoulder harnesses being required in MPPV's, which never happened while
IH was building them.

I also heard that tests were run on the Scout with a plate with a nut
welded to it being spot welded the the side panel of the Traveltop and
this was tested for a shoulder belt anchor.  It passed--the actual load
for the shoulder belt is much lower than that for the lap belt because it
is restraining only a small part of the occupant's weight.
