There is little you can screw up on the install. If inserted straight and
bolted flat to the mounting boss, the fuel pump arm doesn't really have any
place to go except up against the eccentric on the camshaft nose. The fuel
pump is prolly either DOA or(as you suspected) the wrong one.
Two quick thoughts here. I bought a brand new AC pump for an old IH truck one time and it failed to pump. They had installed the check valve in the pump backwards, so indeed the pump could be defective.

Second thought, it takes a while for a mechanical pump to pick up a prime and actually start pumping. But, the running of the engine with an external feed of gas should have taken care of that.

I used to apply air pressure at the gas tank filler in order to speed up the prime. A rag loosely stuffed around an air hose stuck into the neck gives you pressure but allows enough air to escape so you shouldn't burst anything.
