[ihc] BinderBulletin Down?

I just tried to log onto the BB, and kept getting an error message.  However,
it was a different kind of error message than I have seen before, and I DID
just get off the phone with my internet carrier and changed some settings, so
wanted to make sure I hadn't disabled something that would allow me to view
the BB.

Thanks to anyone that happens to check this-I am writing this at 8:45 PM EST
on Sunday, the 16th.
