[ihc] Foam band for air cleaner

The CarQuest stock number for the foam band that goes over the regular paper
filter on our Scouts is 89700.

Looks like a really good addition.

My SSII engine was really worn out by the time it had 125,000 miles on it.
But many many of those miles were in very dusty conditions. AND, I had put a
K&N filter on it right after I bought it new.

I now think there was a cause and effect there.
