Carter Jets

Digesters:  I have a small problem due to a rash of ignorance breaking
out here.  Rebuilt my Carter AFB and didn't note which jets went where.  
I put the biggest in the primary side thinking that the rods need to go
in there and Regulate Flow.  Put small ones in the secondary side.  Back
together  and seems a little rich, is this the way they go or do I have
them backwards.
