That is to keep the brake fluid moisture and dirt free. Brake fluid by nature 
will attract moisture which will rust the calipers, wheel cyl. and master 
cyl. That rubber seal is made so as the fluid level goes down the rubber seal 
will also go down, keeping all dirt and moisture out of the system..
