Sounds quite familiar.
My 304/Terra did the same thing - fourteen years ago when I bought it!
Still does, only worse. At hot idle, pressure falls completely to zero.
I have use 20W-50 for some time, and that helps.
A mechanic told me to put "Risoline" in it to "help the pressure". DON'T.
It cleaned up my lube system, and the pressure really went down, under all
conditions. Two years later, on a whim, I tired some "STP Restorer". This
stuff really worked! My pressure went back to 3/4 guage at speed and takes
a while at idle to fall to zero - just like when i bought it, 70,000 miles
ago.
Do not listen to mechanics on this, unless they know IHs well. IHs are low
oil pressure vehicles. Period. If the lifters don't clatter, don't worry
about the pressure. Manual only calls for 5 PSI at idle anyway.

For what it's worth. I wouldn't worry about it. That's not atypical
for our Scout engines. If the lifters aren't complaining loudly,
you've got lubrication. I use 5-50 synthetic oil to try and help the
oil pressure, and it wouldn't hurt for you to use the 10-40 instead of
the 10-30.
If your gauge is mechanical, it may be taking that long for the
pressure to get up the capillary tube.
