Depends which pulley he's talking about.

If the crank... larger will drive accessories faster.

If the water pump... larger will underdrive.

If the alternator... larger will underdrive.

Further, the size of the pulley on one set of accessories will not affect
the speed of the other set.  For example, if you increase the size of the
water pump pulley, the alternator is unaffected unless you also change the
size of the alternator pulley.
