administrivia: increasing posting restrictions

the recent, apparently quasi-anonymous posting complaining about Ken
Hitchcox was completely and totally beyond any reasonable bounds of decorum
and civility on the list.

i would trust that the members of this list will take under advisement that
i'm pretty ticked, and would hope that the small minority of the readers
who need to grow up and behave like adults would commence doing so
immediately.

i'm going to have to start taking some actions to control this stuff.
