My WM kickdown problem is resolved!... the throttle cable was loose (duh).
We only were getting about 2/3 WOT.

Now it kicks down at 60 no problem.  But as Alan W. pointed out- that isn't
necessarily something I want to do regularly, for sure.

But I think keeping the throttle to 2/3 max would be a little too much
babying.
